New TCES briefing - London development

TCES London Programme Briefing

As was announced at the NAEP Conference earlier this yea by the TCES team, the Joint Improvement Partnership (JIP) team working in partnership with Care Services Efficiency Delivery (CSED) are now completing the final planning activity to deliver a 2-year regional roll out of the retail solution for simple aids to daily living (SADLs) across London.

In a London programme briefing note, the DoH state that it is expected that the transformation of London community equipment services will follow a phased approach; the initial phase, to which this funded programme relates, is to move away from a state provided supply chain for simple aids to daily living (SADLs) to the prescription model served by the retail market place. At a later stage, a proposal will be presented to support the development and implementation of more efficient supply chains for complex aids to daily living (CADLs).

According to the briefing note, there are ten steps to implement all components of the new model for community equipment. The TCES London Programme will provide Transformation Project Managers on site to support boroughs and their health partners through the first three steps. The TCES London Programme Manager will provide virtual teaming support and ‘how-to' transition materials for local Business Change Managers for all steps to implement the new model for SADLs.

A small cohort of regionally funded Transformation Project Managers (x6) assisted by Financial Specialists (x2), will work with individual LA/NHS partners within London, in 5 waves of 4 months duration to

• Obtain executive sponsorship for TCES retail model

• Initiate local project and establish governance

• Start to develop local business case

• Pass Start Up Readiness assessment

• Develop change management strategy

• Launch the local project and work through the first 6 weeks plan to implement local solutions for SADLs

The cohort would work closely with locally funded Business Change Managers (x1 in each LA/NHS partnership) who will take over responsibility for delivering the project, implementing and transitioning into new ways of working from month 5.

The TCES London Programme Manager will initially be provided through CSED and plans are in place to recruit from January 2010 to take responsibility for managing the TCES London programme from 1 April 2010.

The national TCES team, provided through CSED, will provide support, mentoring and coaching to the TCES London team until 31 March 2010.

The target, according to the briefing note, is to allocate LA/NHS Partners within London into five waves with a new wave launched every four months. It is anticipated that it would take two years to totally transform all sites within the London region.

The national TCES programme through CSED is already engaged with 8 sites within London (Barking and Dagenham, Camden, Harrow, Havering, Lambeth and Southwark) who have been working over the summer to develop their local project governance arrangements in readiness for launching their implementation projects in September/ October. Brent and Enfield have started the process.

Members of the national TCES team will be in contact with Directors soon to ensure all are fully briefed on the detail of the programme and discuss individual borough plans for roll out and likely views on their preferred place in implementation waves.

The TCES team states; “By leveraging the strengths of skilled TCES Transformation Project Managers, we will set projects up for success whilst transferring knowledge and skills to local teams, exploit smarter ways of working and avoiding duplication of costs across sites”
